OFFICIAL PRESENTATION OF THE NEW PROPOSED NCD LEVEL 5 PROVINCIAL SPECIALIST HOSPITAL CLINICAL SERVICE PLAN

 

The National Capital District Provincial Health Authority (NCD PHA) has officially unveiled the Clinical Service Plan for the proposed Level 5 Provincial Specialist Hospital, to be constructed in Tete, Port Moresby Northwest. The plan was formally presented by NCD PHA Chief Executive Officer, Dr. Robin Oge, to the Governor of the National Capital District, Hon. Powes Parkop, and members of the District Development Authorities (DDAs) of NCD.

The Clinical Service Plan outlines the full range of essential clinical and support services to be delivered at the proposed facility. Designed to be easily accessible for patients, the new hospital will be developed based on energy-efficient and sustainable design principles.

Following the presentation, Governor Parkop officially endorsed the Clinical Service Plan, emphasizing that all future developments and expansions of health infrastructure across NCD must align with established standards and evidence-based planning.

“This is a significant step forward for healthcare in NCD. Our health infrastructure must be guided by proper planning to ensure quality, accessibility, and long-term sustainability,” Governor Parkop said.

Chairman of the NCD PHA Board, Mr. Daniel Waswas, commended the collaborative effort and highlighted the alignment of the Clinical Service Plan with the broader vision of the National Capital District Commission to deliver effective, modern health services throughout the city.

“This plan is a milestone in our journey to improving healthcare outcomes in the capital. I thank Governor Parkop and the DDAs for their strong support and leadership,” said Mr. Waswas.

Dr. Oge reaffirmed the significance of the proposed Level 5 hospital, describing it as a state-of-the-art facility that will provide both secondary and tertiary care services, and act as a crucial referral hub for Level 2, 3, and 4 health facilities within NCD, Central Province, and Gulf Province.

“This hospital will ease the current pressure on Port Moresby General Hospital by managing complex and specialized cases while allowing PMGH to focus on its national role as the Tertiary Referral Hospital,” said Dr. Oge. “It will also support all health facilities across the capital through outreach programs and serve as a vital training ground for future health professionals.”

The establishment of the new hospital is part of a broader commitment by the NCD PHA to improve health service delivery across the city. This includes enhancing existing health infrastructure and strengthening partnerships with key stakeholders including the NCDC and the three DDAs representing Port Moresby’s districts.

The Clinical Service Plan provides the foundation for the next phase of project development, including detailed design, costing, and staged implementation, with the goal of transforming health outcomes for residents of the capital and surrounding provinces.
