Prime Minister James Marape to Launch Papua New Guinea Special Economic Zones Foundation Policy

 

Port Moresby, June 9, 2025 – The Minister for International Trade and Investment, Hon. Richard Maru, announced today that Prime Minister Hon. James Marape will officially launch the Papua New Guinea Special Economic Zone (SEZ) Foundation Policy (2025–2032) on June 15, 2025, at the APEC Haus in Port Moresby.

First Ever Comprehensive SEZ Policy for PNG

Minister Maru thanked the sponsors of the first PNG SEZ Summit in 2023, along with all government agencies and stakeholders who contributed to the development of the new policy.

“This policy marks a significant milestone as the first foundational SEZ policy for Papua New Guinea. It will replace the current SEZ Act of 2019 and introduce a new legal framework that reflects the policy’s goals,” said Minister Maru.

The policy provides clear guidelines for provinces, districts, and businesses interested in establishing SEZs and obtaining SEZ licenses.

Plans to Expand SEZs Across PNG

The government plans to establish up to seven new SEZs this year. Besides the already licensed Paga Hill SEZ, three new SEZs have recently been approved:

  • Sea Park SEZ

  • Finschhafen Integrated SEZ

  • Central Province Industrial Park

More SEZs are expected to be announced soon, as investor interest continues to grow both locally and internationally.

Inspiration from Regional Success

Minister Maru pointed to the Philippines as an example, where over 420 SEZs have helped the country achieve steady economic growth, generating more than US$63 billion in exports and creating over four million jobs.

“If the Philippines can do this, Papua New Guinea has great potential to achieve similar success. SEZs will be a key driver of our country’s sustainable economic growth,” Minister Maru stated.

Stakeholders Invited to the Launch

Invitations have been sent to government officials, private sector leaders, provincial representatives, and other stakeholders. Minister Maru emphasized the importance of collaboration to make the SEZ policy a success.

“We look forward to welcoming everyone at the launch and working together to advance PNG’s economic future,” he said.
