Port Moresby, 19 March 2025 — The Secretary for the Department of National Planning and Monitoring (DNPM), Mr. Koney Samuel, met today with Acting Correctional Services Commissioner Bernard Nepo to discuss strategic collaboration aimed at improving Papua New Guinea’s correctional facilities and overall correctional service delivery.
The meeting focused on key areas including addressing critical infrastructure deficits in prisons nationwide, enhancing security protocols to safeguard both inmates and staff, and ensuring effective allocation and utilisation of resources to support sustainable improvements within Correctional Services (CS).
Mr. Samuel emphasized DNPM’s strong commitment to partnering with Correctional Services to align their operational goals with the national development agenda, particularly the Medium Term Development Plan IV (MTDP IV) covering 2023 to 2027. He noted that strengthening correctional facilities is essential for promoting law and order, protecting human rights, and supporting rehabilitation efforts that contribute to safer communities.
“The challenges facing our correctional system are multifaceted — from overcrowding and outdated infrastructure to limited staffing and resources,” Mr. Samuel stated. “Our collaborative approach seeks to identify innovative solutions and secure the necessary funding and technical support to modernize facilities, improve security measures, and enhance prisoner welfare.”
The discussion also explored opportunities for integrating rehabilitation and reintegration programs within correctional institutions to reduce recidivism and support inmates’ successful return to society.
Acting Commissioner Nepo expressed appreciation for DNPM’s engagement and highlighted ongoing efforts to strengthen governance, operational efficiency, and service delivery within the Correctional Services portfolio.
“This partnership with DNPM is vital to advancing our shared objectives,” Commissioner Nepo said. “By working together, we can overcome infrastructure challenges, improve safety standards, and ensure that Correctional Services effectively contributes to national law and order priorities.”
Both leaders agreed on the importance of regular coordination and monitoring to track progress and ensure that correctional reforms remain aligned with PNG’s broader development goals.
This meeting marks a significant step towards reinforcing collaboration between government agencies to improve correctional services, promote public safety, and uphold the rule of law across Papua New Guinea.
