PNG Maintains Strong Voice in Pacific Digital Agenda Despite Minister's Absence

 

Papua New Guinea has reaffirmed its leadership in regional digital transformation efforts through a dual representation at the 2nd Pacific ICT Ministers Dialogue in Fiji, despite the physical absence of its ICT Minister due to medical leave.

In a pre-recorded address played at the Suva summit, PNG's ICT Minister and Dialogue Chairman Hon. Timothy Masiu expressed his unwavering commitment to the regional digital agenda launched during the inaugural 2023 meeting in Port Moresby. "Though I cannot be with you in person, my dedication to our shared Pacific digital journey remains absolute," Masiu told assembled delegates from across the region.

The minister's video message carried particular significance given his role as architect of the original Dialogue framework. He praised Fiji's Deputy Prime Minister Hon. Manoa Kamikamica for continuing this tradition of Pacific cooperation, symbolized by the ceremonial arrival of the Lagatoi canoe in Suva harbor - a powerful representation of regional unity.

Ensuring PNG's active participation, Police Minister Hon. Peter Tsiamalili Jnr attended as acting ICT Minister under authority granted through National Gazette notice G738. His presence maintained continuity in PNG's engagement with critical discussions on regional digital infrastructure, cybersecurity cooperation, and universal connectivity targets.

Minister Masiu's address highlighted three key PNG priorities for the Dialogue:

  1. Accelerating last-mile connectivity across Pacific island states
  2. Developing shared cybersecurity resilience frameworks
  3. Preserving digital sovereignty while enabling cross-border data flows

The temporary ministerial handover demonstrates PNG's institutional approach to maintaining consistent regional engagement despite individual absences. Tsiamalili's participation ensured PNG could contribute meaningfully to discussions about implementing the Pacific Digital Strategy adopted at the 2023 meeting.

Fiji's hosting of the Dialogue marks another step in operationalizing the "Lagatoi Principles" of collaborative digital development established in Port Moresby. With both physical and virtual participation, PNG has shown how technology itself enables continued regional leadership even when health challenges intervene.
