Prime Minister James Marape has strongly refuted claims made by East Sepik Governor Allan Bird, clarifying that Parliament never removed the Vote of No Confidence (VoNC) process, but instead strengthened democratic principles to prevent abuse by leaders who lack majority support.
“It is misleading and irresponsible for Governor Bird to suggest otherwise. The VoNC process remains in place, but what we have done is ensure those who do not have the numbers cannot abuse public space to push personal agendas,” PM Marape stated.
Strengthening Democracy, Not Removing VoNC
The Marape Government had the numbers to remove the VoNC process entirely but chose not to. Instead, the amendment introduced a balanced grace period to prevent continuous political instability.
• The 18-month grace period still exists, but now applies both ways.
• If a VoNC is unsuccessful, the government cannot be destabilised by another attempt for 18 months.
• This ensures stability and stops political gamesmanship.
“In a democracy, the majority governs. You do not run government based on social media campaigns or media statements. You win government through elections and maintain it through parliamentary majority,” PM Marape stressed.
A Dangerous and Irresponsible Statement
Prime Minister Marape condemned Governor Bird’s irresponsible remarks, which appear to be deliberately aimed at inciting public dissatisfaction, similar to the January 10 protests.
“This is a reckless attempt to play on people’s emotions and stir unnecessary tension based on misinformation. Leaders should be truthful and responsible, not mislead the public for political gain,” PM Marape stated.
Holding Governors Accountable
The Prime Minister also challenged Governor Bird to extend the same accountability standards to provincial governors, who control budgets and contracts for five years without facing a VoNC process.
“If Governor Bird believes in accountability, then he should be the first to support a VoNC provision for governors, ensuring that they too can be challenged and held accountable in the same way national leaders are,” PM Marape stated.
Ensuring Political Stability for PNG’s Progress
Prime Minister Marape reassured the nation that the VoNC process remains intact and that parliamentary democracy remains strong.
“Our government is focused on delivering for our people, not engaging in political distractions. The changes made ensure that governance is based on due process, not on political opportunism,” he concluded.
